ZATCA e-invoicing: Platinum ERP for companies operating in Saudi Arabia

Saudi Arabia's Zakat, Tax and Customs Authority (ZATCA) requires VAT-registered businesses to issue electronic invoices through compliant software and, in the integration phase, to share them with its FATOORA platform. What ZATCA e-invoicing requires

ZATCA introduced e-invoicing (FATOORA) in two phases. Phase 1, the generation phase, started on 4 December 2021 and requires invoices to be generated and stored electronically by compliant software, with a QR code on simplified invoices. Phase 2, the integration phase, has been rolled out in waves since 1 January 2023 and requires the software to be connected to the FATOORA platform.

In Phase 2, standard tax invoices issued to businesses are cleared: they are sent to ZATCA and validated before they are shared with the buyer. Simplified tax invoices issued to consumers are reported to ZATCA within 24 hours of being issued. Each invoice is produced in a structured XML format with a unique identifier, a cryptographic stamp and a link to the previous invoice, so it cannot be altered afterwards.

Questions about ZATCA

Who needs ZATCA integration?

VAT-registered businesses in Saudi Arabia, once ZATCA notifies them that their integration wave applies. Earlier, all of them had to meet the Phase 1 generation requirements.

What is the difference between clearance and reporting?

Standard (B2B) invoices are cleared by ZATCA before reaching the buyer; simplified (B2C) invoices are issued immediately and reported within 24 hours.

Can I run Jordan and Saudi Arabia on one system?
